CITY GOVERNMENT 1886 – 1891: Prior to incorporating as a city, the area that was to eventually become Tomahawk, was established by the Tomahawk Land and Boom Company in 1886 under the management of William H. Bradley.  Dr. John D. Cutter served as president or chairman of the area with Edward Everson, Werner Wipperfurth and L. Bohn serving as his supervisors.  Dr. Cutter would later serve four terms as mayor of the city of Tomahawk.

INCORPORATION – 1891: Tomahawk was incorporated as a city in 1891.  Angus Buie was elected as the first mayor, and the first aldermen were as follows: J. C. Gilman and T. Twoomey, first ward; Morris C. Hyman and Richard Dawson, second ward; Felix Marcouillier and John Knauff, third ward; Joseph Chevrier and Frank Liberty, fourth ward.  A. J. Olson was the first city clerk, being followed a short time later by John Shirk.  A. H. Woodworth was the first city attorney; James O’Connell was the first chief of police, with William Dumont as night watchman; L.L. Edmonds was the first city treasurer, and John Tobin was the first assessor, resigning a short time after taking office, followed by A. Allen.
